Abstract
The paper addresses one of the most enduring legacies of Napoleonic rule in Europe, the establishment of a uniform, centralized bureaucracy. Examining the day-to-day activities of two Napoleonic administrators in Italy shows that the path to modern administrative practices was formed of struggles, disappointments, near misses and miscalculations.
