Abstract

Enlisting the cooperation of local elites was an essential tool for achieving stability and legitimacy in any occupied territory. This chapter examines Administrator-Prefect Nardon’s systematic outreach to local upper classes by means of ‘hearts and minds’ initiatives. The focus here is on the interface between the French officials’ intentions and the local elites’ interpretations of French efforts at obtaining their cooperation.
